储能产业产学研合作演化研究——基于专利网络的视角

摘要:

储能提供了稳定、优质、环保的能源,对改善生态环境、提高能源利用效率和实现社会的可持续发展有积极意义。我国产学研合作机构在国家政策推动下建立了密集的储能合作研发网络,分析合作网络演化进程对制定合作政策、推动技术创新和促进科技成果转化有重要意义。研究采用了社会网络分析方法,选取了2004-2018年中国储能发明专利申请数据,研究了产学研专利合作的发展趋势,采用动态优先连接机制构建了核心合作网络,多视角探讨了储能合作网络的演化特征。结果显示,在积极政策的推动下,网络不断扩大,小世界特征愈加明显,逐渐呈现出选择中介中心度大的节点优先合作的特征。国有能源企业、国有能源研究院和国家重点高校充当合作桥梁角色,跨区域合作与发达省份内部合作趋势日益加强。不同类型机构合作伙伴关系数量、专利申请数量和合作知识领域增多的同时,学研合作不足的问题凸显出来。最后,结合实际情况,提出了出台相关配套政策鼓励合作、提升学研合作密度和效率、合理进行产业合作布局、加快虚拟创新集群建设等政策建议。

Abstract:

Energy storage provides stable, high-quality and environmental protection energy, which has positive significance for improving ecological environment, improving energy utilization efficiency and realizing sustainable development of society.Under the promotion of national policies, China's research cooperation institutions have established an intensive cooperative R & D network for energy storage. Analyzing the evolution process of cooperation network is of great significance to formulate cooperation policies, promote energy storage technology innovation and promote the transformation of scientific and technological achievements.Using the social network analysis method, this paper selects the patent application data of China's energy storage invention from 2004 to 2018, studies the development trend of industry university research patent cooperation, and constructs the core core network by using the dynamic priority connection mechanism, and discusses the evolution characteristics of the cooperation network from multiple perspectives.Because of the promotion of policy, the cooperation network is gradually expanding, and the characteristics of small world are becoming more and more obvious, and gradually showing the characteristics of choosing nodes with large intermediary centrality to connect first. State owned energy enterprises, state-owned energy research institutes and national key universities play the role of bridge of cooperation, and the coexistence trend of cross regional cooperation and internal cooperation in developed provinces is increasingly strengthened. The problem of insufficient academic research cooperation is highlighted with the increase of the number of partnerships, patent applications and cooperative knowledge fields of different types of institutions.Finally, combined with the actual situation, this paper puts forward some policy suggestions, such as introducing relevant supporting policies to encourage cooperation, enhancing the density and efficiency of academic research cooperation, reasonably carrying out industrial cooperation layout, and accelerating the construction of virtual innovation cluster.
